Does it bother you that technology comes from other places?

For most students it didn’t seem to bother them that the technology comes from other places. Most seemed to be happy it was here at all. I asked why software development should happen here in Uganda? This seemed like a tough question. Some said there is not much of a reason why software should be made in Uganda. One student explained, ‘The US can do everything.’ Other students said that it comes down to people, individuals and their ways of thinking. So on a micro-scale one person can perform better than another because of how they approach an issue.

Another programmer did find it a problem. He explained that it bothered him that most technology comes from other places. He said, ‘It’s a problem Uganda cannot develop technologies locally. There is capacity…..but we have not invested much into it.’ He went on to explain that it is government problem. He went on to say, ‘Only recently did they establish the ministry of ICT. Look at our neighbors in Kenya. They actually assemble technology there.’

When asked how he would address the issue he argued that Uganda needs to connect with international partners. He said, ‘It’s important to create links with international organizations so we can develop and exchange know how….The government has neglected these ICT partnerships that could really help to share knowledge’
